Dear Readers, in this third newsletter issued by the INTERREG V Baltic Sea Region project BSR electric, you can read about our recent status quo survey of e-mobility in the Baltic Sea region compiled by our Estonian partner IBS. Moreover, hosted by our Norwegian project partner ZERO, the project held an international seminar in the city of Oslo, Europe's Green Capital 2019. Oslo conference: Electrification of all urban transport by 2030

In 2019, Oslo is the European Green Capital, thanks to – among other things – the Norwegian car market being electrified at a record pace. In a breakfast capacity building seminar organized by the Norwegian BSR electric partner ZERO in Oslo, inspiring electrification projects and EV news were presented, and the next steps towards a completely emission free transport sector were outlined that will help provide healthy, green cities and minimize the urban climate footprint.

Next BSR electric Conference and project meeting in Gdansk, 24-26 September 2019

The City of Gdansk will be hosting the next BSR electric conference, back to back with a project meeting. Embedded into the 10th Congress on Active Mobility, the conference will focus on the role of e-bikes in urban transport systems, highlighting Gdansk’s use case as well as providing further insights and experiences from various international speakers. Registrations will open soon via the BSR electric project website.

Light electric vehicles tested in Turku’s wintry road conditions

Eight different light electric vehicles (LEVs) were put on trial in Turku as a team of engineering students tested the vehicles’ winter performance in January. The performance of the vehicles and their batteries was tested by driving various routes in and around downtown Turku. Test drives took place both along a well-maintained winter cycling test route and outside it on other bicycle lanes. The test period’s mild sub-zero temperatures did not affect the performance of the vehicles very much...

....but ice and snow caused troubles for the wider and low-running LEVs and those which weren’t equipped with studded tyres. So according to the test drives, its’ better to leave kick bikes / standing scooters home during the icy and snowy winter months. Those who use cargo bikes or four-wheelers need to plan their routes carefully as sudden blizzards or road maintenance works may turn downtown routes impossible. If you consider expanding your e-bike (pedelec) or e-scooter use to winter season, expect nice rides as long as you use proper winter tyres and remember to charge and store the battery in warm conditions.

Status quo report on e-mobility practices, infrastructure and policies published

The Estonian BSR electric partner „Institute of Baltic Studies“ has released a new report addressing e-mobility related implementation, best practices, infrastructure conditions, policies and measures in eight countries of  the Baltic Sea region.  In the frame of a survey, the authors identified bottlenecks as well as successful approaches and methods  how to integrate e-mobility in urban traffic and transport systems.
In addition to the key BSR electric themes (i.e. electric city logistics aka e-logistics in this report, e-buses, e-scooters and e-ferries/water taxis), e-cars were also included in order to optimally cover a the current situation of the e-mobility sector in which e-cars represent the most popular type of e-vehicles, even though other types of e-vehicles are on the rise.

The sample consisted of a total of 74 organisations from eight European countries (Estonia, Latvia, Poland, Germany, Denmark, Norway, Sweden and Finland). Among the respndents were the project‘s key target groups, i.e. local municipalities, private enterprises, public enterprises, ministries or other national authorities, national non-governmental organisations and others.Acccording to the respondents, main limiting factors for increased e-mobility are still the limited range/performance of current batteries, a prevailing lack of infrastructure in the city/region/country, and a lack of financial means/support. Moreover, low levels of motivation among consumers was observed as well. Finally, the cost of electric powered compared to conventionally fuelled vehicles and a lack of suitable e-vehicles was mentioned as barriers for further deployment.

Among the most important aspects that could accelerate the deployment of e-mobility were the availability of financial incentives from the local/regional/state authorities. Moreover, respondents pointed towards the need for efficient and low-cost information sharing and knowledge/transfer mechanisms, more cross-disciplinary/-industrial cooperation, improved conditions for fair competition regarding service/technology providers and the improvement of local/regional/national legislation.These findings will inspire the BSR electric partners further to promote e-mobility solutions and practical experiences as widely as possible so that and less experienced organizations throughout the Baltic Sea region and beyond can learn much from the sharing of the project’s best practices and lessons learned.
